Mirror the feed

Sync the feed with rsync and serve it over HTTP(S). Routers verify the signed packages and indexes with the same key.

Sync

rsync -av --delete-delay --delay-updates \
    rsync://openwrt.daeuniverse.org/openwrt-daeuniverse/ \
    /srv/mirror/openwrt-daeuniverse/

--delay-updates postpones file replacement until the transfer ends, and --delete-delay postpones deletions. These options do not update the entire repository atomically. Sync every few hours.

Serve

Serve the directory without changing its contents. Routers request <series>/packages/<arch>/ and <series>/kmods/<release>/<target>/<subtarget>/.

Use

Follow the guide, setting FEED to the mirror URL:

FEED=https://mirror.example.org/openwrt-daeuniverse/$(echo "$DISTRIB_RELEASE" | cut -d. -f1-2)

Import the signing key from this site, not from the mirror.
